Board of Directors
The Board is collectively responsible for promoting the success of TOPIC by directing and supervising the Company’s affairs. It provides entrepreneurial leadership within a framework of prudent and effective controls, which enable risk to be identified, assessed and managed.
The Board sets the Company’s aims and ensures required resources to meet the Company’s obligations.
The Board also provides leadership by establishing the core values and standards necessary to meet regulatory obligations and stakeholder expectations.
The TOPIC Board is specifically accountable for:
- Stewardship of the company, including control and accountability systems;
- Appointment of the Chief Executive and other executive and non-executive directors;
- Approval of corporate strategy and performance objectives;
- Ratifying systems of compliance control, codes of conduct and legal compliance;
- Approval and monitoring of major contracts and capital expenditure;
- Setting of approval limits for delegated authority;
- Approval and monitoring of financial and other statutory reporting;
- Conformance with Investors and Partners financing agreements.

Mr Jamel Toumi President
Mr Jamel Toumi is the the President of the Board of TOPIC since its inception in 2000. He is also President and/or CEO of many other companies of the Toumi- Group.
Nejib ZAAFRANI Independent Director
Mr. Zaafrani is an independent Board Member of TOPIC S.A. Tunisia since June 2022 and a cofounder. He has 44 years of international experience in the energy sector. Prior to his position at the DSCE, He worked for Royal Dutch Shell Group since 1980 in Asia, Europe and Middle East. He was appointed Chairman and Managing Director of Shell Abu Dhabi in Jan. 2007. He was Board Director of major Joint Ventures, and an active member of the Petroleum Institute’s Governing Board and the Emirates Foundation Science and Technology Advisory Council. Prior to that, Mr. Zaafrani was Regional Vice President, NBD and Strategic Alliances Middle East, Caspian and South Asia for Shell E&P International Ltd. He was Deputy Managing Director of Shell Abu Dhabi. Prior to that, he was Regional Business Advisor to the Middle East & Africa Director in The Hague.
Moncef BEN ABDALLAH Independent Director
Mr Moncef Ben Abdallah has been appointed member of Topic Board as Independent Director and President of Audit Committee since 2010.
He started his career as engineer in STEG in 1972 and occupy, from 1975 to 1996, different responsibilities in the Ministries of National Economy and Industry, Mines and Energy. During the same period, he was appointed General Manager of several national companies such as API, AME, Society of cement of Enfida and STEG. In 1996, he was named Minister of Industry and Energy where he acted since 2003. From 2003 until 2009 he occupy the post of Ambassador of Tunisia in Berlin. Mr Ben Abdallah has a BS in mathematics in 1968 and a Diploma engineer from ‘’Ecole Centrale de Paris’’ in 1972
Mongi ELLOUZE Vice president, E&P
Mr Mongi Ellouze joined TOPIC since its creation in 2000 and is responsible for overseeing all technical and operational aspects of TOPIC’s activities. From 1975 to 1999, Mr. Ellouze served in a variety of operational, technical, and managerial positions with SEREPT (a joint venture between ETAP and ELF) operating the Ashtart Tunisian largest offshore oilfield. Mr. Ellouze has a Master degree in Mathematics delivered by the University of Sciences of Paris VI and a Diploma of Production and Drilling Engineer delivered by the Algerian Petroleum Institute.
Abdelmajid KACEM Vice president, Finance & administration
Mr Abdelmajid Kacem joined TOPIC since its creation in 2000 in a position of administrative and finance vice president. From 1969 to 1999, he occupied several positions in different companies as finance and administrative senior manager, notably in Trapsa (an affiliate company of Elf dealing with pipeline oil transportation.) Mr. Kacem has a Master degree of Law from the University of Tunis. He is also graduated from Insurance National School in Paris
Mohamed TOUMI CEO
Mr Mohamed Toumi has become CEO of TOPIC since 2005. He is also President and CEO of Sarost. Mr. Mohamed Toumi holds a Master degree in accounting from the “ FSEGS: Faculté des Sciences Economiques et de Gestion de SFAX” and an executive MBA from the Mediterranean School of Business of the Southern Mediterranean University.
